Is it safe to ride in Ted Williams?

I just got a downhill bike and want to try out some of ted Williams trails in San Diego. The only reason I am hesitating to go to the trails is that I've heard that people's bikes have been impounded. People keep on recommending it but I don't know if it's worth it. Please help because this will make planning a lot easier.
