Inner tubes probably yes, 26'' tires will not work on 27.5'' wheels from what I know.

The diameter of the 26+ will probably fit most 27.5 frames, but you would have to check the tire width agaisst the space between the forks as well as the rear triangle.

Many 27.5+ bikes will fit standard 29 wheels, but not many 29 frames will fit the 27.5+ tires due to width.

Yeah, using a 27.5+ with a 29er seems to work. Use it as a guide, the diameter is basically the same.
