Ritchey Headset Gap...what’s missing?

I’ve been trying to figure out if this was normal or not. I bought the frame set used. After re-assembling it, there’s a gap on the headset. I took it apart again, made sure the bearings were seated right, and they were. Still have a gap.

After much research, I found a picture of a headset and I think I figured out which part is missing on my headset. (See picture). So I’ve been looking around to see if I can just purchase the missing part, but no luck. Just don’t want to buy the whole set If I can get just the part I need. Any advice?

Found this at Menards at the toilet section l. Just needed a little trimming and I was able to seal and fill the gap. $3.99 solved the problem.

Update: Although this rubber washer filled the gap, it does make a noise when turning and it bothered me. Nothing worrisome about damaging the headset, it’s just the sound when a rubber rubs on the aluminum. Anyway, I’ve since replaced it with the right part, part I circled on picture on my first post.
