I have a chance to pick up a 2017 Scott spark RC 900 WC for $2,500. I am from western PA and I am looking to trail ride it. Not looking to go off 4 foot jumps or anything but do you think it is semi trail capable? Thoughts.

The Sparks are very capable trail bikes. The 100mm of travel will be more than fine for 90% of the trails (that are not DH or Enduro type). Even if you want to go off smaller jumps you are fine. Hell, Nino Shurter goes balls out on that bike and he holds nothing back and that bikes handles everything he throws at it.
What is totally underrated are the Wheels from Syncros. They are light and very sturdy. No reason to change them out for anything else anytime soon.

I'm waiting for my 2019 RC 900 WC. Coming from the same model but a '15 (Old design). I really liked it for racing. But suspect the new one will be better. You got a great deal!

Should be pretty easy there should be an extra unused opening in the Down tube for you to route the cable housing.

Pretty sure it has a port for an internal dropper. I already have one ready to go in mine.
