I'm looking to buy a used Norco Sight C3 but the one I am looking at sustained some damage in the rear triangle. Should i be concerned about this kind of damage or does it look like a cosmetic defect? It's a carbon frame so I'm nervous to drop money on a potentially ruined frame.

Nasty scratch. Look like multiple hits or heavy rubs. Did you askd him what happen?
It's Hard to say from here. And depend a lot on the force of the impact.
Look for light (lumen) deflection around the wound. Like aligning the line under "SIGHT" made by the green and the blue.
You potentially ruined only the seatstay. so if the buying price is good or be deal.
