Buying used bike

I am looking for a used mountain bike and have read several articles/threads on things to watch out for. One piece of advice I have read more than once is “never buy a wet bike”. But no explanation is given and I don’t know what they mean by that or what the potential problem to look for might be. But I am curious. Does anyone know?
