I'm upgrading my current trail bike wheels with a new set of I9's and cant decide between 27mm and 30.5mm width. I tuned 2.3 tyres and will never go smaller than that. Any advice on which to choose? Will it even make a difference?

I went from Flow's, 29.5mm to Reserve 27's. I have not noticed any difference in performance due to rim width. I am sensitive to small changes too. I ride xc'ish to mtn in the foothills of NC.

This chart from Light Bicycle is handy when figuring out rim / tire width compatibility. Alternatively, most major tire manufactures have similar charts for their specific products.
