Spesh internal headsets won't stay tight?

2019 carbon enduro (last of the X wing frames), no visible damage to that inside, or around the headtube, brand new rockshox Zeb, original spesh stem and spacers, headset has all matching numbers (dia and angles, etc) for the original and is new, tightens down and spins fine.

Every ride I tighten it up at the start and by the mid point I can feel a little play in the top cap, it's been the same despite changing the bearings a few times.

Any ideas? I've never rode it loose for any length of time, the bikes had no big front end impacts. The whole bearings sitting directly onto bare carbon thing seems sketchy to me, can the bearing seats become out of round, or worn? Can a carbon, internal headtube be faced?

Any thoughts or input appreciated, ta.
