A year ago I had my local bike shop rebuild my Manitou minute 2. I noticed a lack of performance and found the left leg leaking at the bottom.

Do you think I can just drain that bottom leg and refill it?

On the air spring side (left leg) you can replace the crush washer and refill the lower. However, this will not improve performance. If you meant the damper side, there's a good chance the damper rod is cracked through the threads at the bottom. I had three, yes three, Minutes where the damper rod failed at the adjustment knob. Now may be a good time to remove the lowers completely and inspect the damper rod. If good, replace the wipers, refill the lowers, and replace the crush washers. Be careful not to over torque.
