I've been told not to use a pipe cutter but haven't tested the advice. Any 32 TPI saw will work or you can get a special carbon blade from Park Tool. IMO, they both work equally as well and can be had for $35.
Ive never cut carbon, but I believe you neeed special cutting tools when laying up carbon, its a carbon filament after all. Pipe cutters are just like a pizza cutter, fine for soft metals such as copper, aluminium etc
I would imagine a pipe cutter would just compress the carbon, causing fractures and delaminating the layers, cracking the epoxy, just a mush mess, everything but a clean cut, not what you want.
I've cut a handful of OneUp carbon bars with a regular $3 hacksaw blade - and a guide. No prob.
Sure, you can get away with it if you're super careful. If you're not, the teeth will rip off/delaminate layers of carbon. I wouldn't expect a person who thinks to use a pipe cutter to understand the structure of the composite well enough and be careful enough to succeed.
