I can honestly say that I've never heard someone use the term to describe a Japanese car in general. Even before the explosion of the import scene (FnF movies) I don't really recall ever seeing that term used to describe a tuned import.

All Show...No Go! Modifying a car that is a piece to begin with, and doing nothing but body work to it in the end. Most likely loud, and unreliable. Like at that piece, how much money do you think he put in that rice?
