my 04 super T is too stiff and has no sag

I just installed a 04 super T from some guy, and the thing has no sag when I sit on it. I turned both preload knobs to minimum, and put the rebound knob to the middle, and when I sit on it the fork does not go down at all. When I ride the bike the fork is really stiff, and I don't use up too much travel. does anyone know how to fix this? any help is much appreciated. I weigh 140lb by the way

They could've been over filled with oil too. Being open bath, they do not respond well to that Geek
