I have a Rocky Vapor hardtail. It was cheaper but the components are awful. I would recommend the frame. Its the same frame as the fusion, soul and trailhead.
Rockshox Recons and Toras are highly recommended forks.

Try a giant the yukon fully is just over 800bucks and is very reliable or their xtc thats my next buy it is just over a grand and has some good components including haye new strokers and has a really nice and simple paint job it a good hardtail thas strong enough for and trail and can easily be built up to a racer
Check out the DeVinci Cameleon series they are some great bikes and very reliable i love my 2007 Cameleon 1. but the 2008s look really good and some good components
saying you have a bad history with complete bikes is kinda ridiculous. Unless you get really lucky with finding deals on parts you will spend a tonne of money trying to build a new bike. Generally it is not economical to build a bike unless you are building a high end bike or u work in a shop (get stuff at cost). At this price point a complete bike is really the only way to go. Try looking used, you will likely get a good bike to build from, it also helps since that way you wont have any compatibility issues between parts (which can easily happen when building a bike from scratch). If you do go for a used bike try to get someone who really knows their bikes to take a look at it. The beauty with a used bike is you can use the money you save to buy better parts to replace any that are worn out.
