no. you can usually get a crown race off by using a flat flat flat head screwdriver and slowly prying each side up. you do need to use alot of force to put it on a new fork though, usually shops have a special kind of tube that fits over the steerer tube and allows them to punch it down hard. if you don't feel confident with doing that though bring it to a shop, would be like $5 max to swap a crown race since it takes about 1 minute if you know what your doing.

I've never heard of people snapping there steerer tubes because of not changing a headset. the only time that would happen if you forget to put the race or install the headset/fork wrong.

okay but my lbs charges 20 bucks an hour
headset races take a whole 1 minute to change....a fork takes a whole 5 minutes to change
