Only solution to your problem is to get a headset that gives more stack height on the bottom, or see if they offer a taller crown race for that headset. The crowns hitting isnt your fault, its just too low of stack. NO amount of tape is going to stop that.
Some companies like canfield brothers even supply THIS headset to alleviate that problem. Unsecure image, only https images allowed: http://www.bikeman.com/store/graphics/00000001/product_images/HD/HD2268.jpg

I think this seems like the right way to go. 5mm not alot but it should be just enough to let the crown area pass below the frame, and most importantly, thus allow the rubber fox bumpers to contact the frame area before the crown.
I checked with HOPE (the headset I had fitted with the bike is a standard Hope 1&1/8") and they do an aftermarket crown race which raises things a further 3mm but I'm not convinced that will be enough so I'm going to go with the Cane Creek Headset. Have checked CRC and they are £40GBP. PERFECT

its a good head seat, i run one but my low speed compression knob still taps my downtube when its locked out...on my totem...
Used the rubber from an old forks and taped it to my down tube. Seems to work pretty good. I will try another way by gluing the rubber stop directly to the lower.
i saw this headset in the new Dirt or Decline mag (forgot which one) but it limits how far you bars can turn, so you don't have to worry about your fork dials hitting the DT (and in your case the lower crown hitting the frame) anybody know which headset i'm talking about? i can't find it in google...

Acros Block Lock Headset
Specialized also makes special bumpers but I dont know where to get them from. I would order 2 sets to have one set upside down on the pinch bolts.
