Does that mean I adjust the reach so that the lever is closer to the bars, or adjust it so that it is further away from the bars?

Yup, just make sure the lever can't touch your bars/grips during the step where you isolate the caliper by keeping the lever squeezed tight.
So basically when you hold the lever in to bleed the caliper, the lever will bottom out before it hits the grips. Leaving a few mm of space to spare between the lever and grips. This locks out the lever reservoir and lets you get the air out of the caliper and I guess the hose before you work on the lever.
