By flipping the tires inside-out, even the grippiest offroad lugs hide away for a low friction tread that will turn the longest soul crushing liaisons into a pleasant tarmac stroll. This also reduces the volume of the Ale tires, which have capabilities of reaching 99 PSI for lower rolling resistance.  That's how one of my buds picked up an OnOne S36 for cheap 2nd hand, original owner bought a DH bike for commuting and only sold it when the shop told him they couldn't fit any panniers

 My guess is no. i can't imagine the bead protrudes enough from the inside of the tire to hook up with the rim when turned inside out. Plus if you look at all the pics the tires are flat. I feel like if they put in this much effort for the joke, they would have made a pretty good attempt to inflate the tires if it were possible. Still pretty funny tho.

Hookless rims hold tires. So, with enough sealant you should be able to make it work.

 Sam Pilgrim did it for a video at some point. He put it inside out on his ebike's rear tire to for some drifting slicks. Unfortunately it wore through the tire in like 5 minutes, but it held on to the rim fine

 I read this article on April 2 , So I did not realize it was a April 1st. Fools Joke until the second paragraph. BTW back in the old days many of us would put street tires on our mountain bikes during the week for around town riding, then install knobbies for weekend mountain riding . Then Sunday night put the street tires back on.

 Totally just about did this with maxxis torch on my 150 travel bike which is now a road bike that doesn’t eat knobby tires. For a $100 I have a new bike.
