Yeah, don't know the name in English though ("ligature" in French), not sure it actually brings anything to the strength or properties of the wheel, but they came with it so ...

As far as I know, the only proven benefit is in case one breaks, it holds the spoke (and it prevents it from going into the rotor/cassette/moving around).
