This bike looks really raked? Why such a slack head angle?

Damn fine bike!
Not only is that fork an 8", but arguably the best used 8" for the buck ever made. People sell them off for way to cheap and there are even some new ones still kicking around in bike stores as old stock and you can get them for dirt cheap. I bought one last year new for $300 and put it on a Big Hit III. Gotta love the whole Travis line.

thats the stanchion measurement, manitou leave an inch at the bottom of the travis forks of free stanchion so in bottoming out its less damaging to the forks.
