It's not a Triple 8 lower, because there is a QR lever on the axle, and the Triple 8 also had disc brake post mounts not international standard. It's probably a Triple 8 upper with a DJ3 lower.

He just loosened the crowns and slid the stanchions down, I wouldn't recommend riding your bike like that because the head tube would brake from riding down a curb, but still, looks pretty cool.
