It's a bike crane! Hahaha. The main purpose is to deal with heavy bikes. I can lift an 80lb + ebike with 1 finger.
It also has some other awesome benefits though, like you can work on droppers/remove the seatpost, ride the bike while it's suspended to test geo etc... It's a fun contraption!
