@Diesel-Powered I just got a matte black frame delivered today to build up for my dad for his birthday (keep it a secret). His came with bolts in the holes. They are further spaced than bottle cage bosses. There are just the two in the top half of the down tube so it isn't alternative routing for cables.

Best I can guess is mounts for a frame mounted mudguard.
