Yes, that is an Anvil Jig, probably the nicest jig out there for building custom frames. You can even get it with cooling tubes to help reduce the warping from welding.

Nope it's a custom jig for a particular bike. The Blue print is simply a coincidence.

That is most def an Anvil jig. Best in the business.
