 fluid generally increases in mass...or sorry volume when chilled to freezing point

As density increases, the volume of the fluid would decrease, assuming the mass of the material remains constant. It would depend on the water content in the lines though, as water is the exception to this rule, and actually expands when it freezes due to its molecular structure.
