 how did you get the blur in the top corner and not in the bottom oposite corner with the spokes?, this is a genuine question, i'm not trying to be clever, cheers.

 im guessing that theres a flah somewhere in front of the rider thats set to 2nd curtain sync so it creates a blurred background from panning but the flash freezes the motion of the rider.

 Using a mixture of differnt equipment and techniques...off camera flash, darker location, using a longer shutter speed and movment of the camera to create the blur then the flash to catch the object. There is a bit more than just that but thats the jist of it
