Yes it is in the face of the tube but it is enough to pre load the headset without any problem.
I coul not find the correct tool to install the nut because the steer tube is 1.5 so I use a metal tube and a hammer. The problem when you don´t use the right tool to install this is to achieve the correct alignment or the treads in the star-nut. I use a big bolt to align the best I can and when it stays like you see in photo, it was perfect. So, i prefer not to mess the things up, put a spacer between the stem and the top-cap and just go ride
The problem of a star-nut miss-aligned is do more preload (force) to the headset in one point and not all around the top ring of the headset...that could damage the headset. I prefer to ride with 1 spacer in the steer tube thant ruin my headset
Any way...if I get the right tool I will press the star-nut some more of course
