I know exactely where it is and who is the rider!
That is the Race Valparaiso Cerro Abajo, in Chile. The Chilean version of the Lisboa Down Town, but with harder Route to follow and much worst organization that lets anybody to cross in the racetrack haha.
The Rider is Miguel Pozo, He ended that race with one or few broken bones.
