well seeing as it is shot with a tilt shift specific lens then yes it is tilt shift, just because it isn't looking down on a sbuject from above and making it look miniature.

I'm assuming that this is a recreation of the tilt shift effect. Shooting sports with a tilt shift lens would be painfully hard.
