 i saw another picture and the bottom of the dish is only 6 or 7 feet of the ground.And the radar dish is upright.

 it is a carnival ride.. havent all of you rode on one of these before when you were a kid?? it spins so fast that it pushes you to the wall so you dont fall out. and it goes up and down.

 Thought it looked like those deep dish ground satellites but the housing behind the dish does make me think it's like some former ride as Pacaro said.
