Fat wheelset and tires

My intent was to buy some studded tires to mount to these wheels for those really bad days but the tires are too pricey
I believe these came off a felt
The tires are snowshoes
Says 4.5 but much closer to a 3.9

Bike has very little time in the saddle
There is on chip on the left rear triangle
The lockout needs to be replaced (hence the lower asking price) I snagged something and made a small hole in the hydraulic line
