Although it's made of papier-mâché and looks similar, it's not a traditional piñata.
Toritos are smaller frames in the shape of a bull, designed to be worn or carried by a person as they are lit, chasing passers-by in the street during festivals. They can be quite fun to see in action. That being said, there is a version of the Torito which is designed to release candy when set off.
In this case, the race series was close to Dia de los Muertos (which is celebrated differently across many regions in México). I suspect racers may have attended some local events and celebrations leading up to Dia de los Muertos, in addition to the planned events by TSN.
