 I was a volunteer on this race. I agree with your comment. However discussed about it with some top pilotes and all told me that it's more or less the same everywhere (tracks/countries).
Just a question of education? I don't know, but a guy like Loic Bruni for example is always going out of the track if he wants to stop...
