I strongly disagree. My daughter rides a Commencal Ramones 16 with mechanical brakes and loves riding down the driveway and locking up the rear wheel, which she does with ease.
160mm rotors and 40lb rider with child specific brake levers means she has more power than she knows what to do with yet.
I adjusted the front brake so she can't lock it up at all, another thing that is much easier to do with mechanical.
