How to find out if a bike is stolen?

I recently found an amazing deal on craigslist...which right off the bat seemed a little too good to be true. I got even more concerned when I called the guy and asked to pay via PayPal and he was admant that I Pay him cash only. I understand that PayPal charges fee's but the impression I got from this guy was very sketchy. He didn't even know what PayPal was and he was very skiddish of the idea when I explained it to him. At any rate, I am wondering if there is like a registry somewhere that I can check to see if this bike is stolen or not. If it isn't then yay for me I got like 80% off of a $3000 bike, but if it is then maybe I can help someone recover their stolen rig.
