I have been looking at a 2010 MirraCo Mainline for an upgrade to my 2008 Haro Partial. I could probably get the bike for $150 to $160.

Would this be a good deal? Is the Mainline a large upgrade over my Partial?

MirraCo is full 4130, double walled rims, but it only had an MSRP of about $500. Is this an indicator that it wouldn't be a large upgrade?

I would say yes if it's in good condition. Headset and BB are sealed, pivotal seat and chromo like you said. I don't know if the wheels are sealed bearings but even if not the bike is still a nice upgrade. $160 wouldn't get you as much of an upgrade to the Partial if you bought new parts for it.
