Steerer has been cut square with a saw guide to 210mm
I can't stress how clean these forks are, if you forget the fact the steerer is cut, I think you could put these back on the shelf and sell them as new. This is why I'm asking slightly more than the £180 they seem to go for on here, but feel free to send me a reasonable offer.
