i have a 28t sprocket and i have a 13tooth cog on the back and its pretty hard.
so like the other guy said anywhere from 11-14

There's no reason for going larger in the front. 28 is fine, the only risk you running is having the sprocket wear out marginally faster than a larger one. You'll break/bend/replace it before you have to worry about that though. 28 is baaaaaarely lighter too, if you're counting grams.

if im rocking a 32 18, and get a 28 in the front wat gearing would be simular to the 32 18 that im running right now

i thot when you get a higher rear cog ( more teeth) its easier to pedal and is a lower gear
