Yes it's oriented how intended.

So there's also this thing I'm experiencing while tightening. The bolts just keep on locking themselves. What I mean is, I can just rotate on one side without holding the other side, and it will tighten very strongly. And in consequence the friction will keep on rising.

I assembled/disassembled this thing a few times now and this issue doesn't go away.

# 14 spacers wear out?
And when/if they do does this friction appear?
Do you guys have any experience with replacing these spacers washers because the wore out?

These spacers are not supposed to wear as they face no friction or any other loads that may result in metal wear or damage (normally). Aren't bolts 42 and 16 swapped? It's hard to diagnose without having bike in my workshop, but maybe you can upload a video where you show how is the bearing seated and mounting process. I've disassembled this pivot point on my 2018 carbon pro team for a few times and had no issues.
