What would you guys recommend doing to a 2011 Giant Boulder 3 (except for getting a new bike) for someone trying DH and XC.

I was thinking new fork, tires and brakes but I don't know enough about bikes to know what to get.

Both really. You can't really upgrade your fork because of your wheels. You can't upgrade your wheels because of your brakes. You can't upgrade your brakes because of your frame. It's all just a loop of can'ts and they all lead back to your frame.
