i'm a commencal absolut fan. they're pretty light and very strong u can get em in a 24" wheel version if you really wanted it but i wouldn't recommend that

If you want a good priced hardtail i think a dmr drone is good but for more money you could get a dmr transition both bikes are strong and fairly light
