Depending on what they used to strip the paint if they blast it I know some materials will take metal with it where others dont. Thats the only reason I think they may care, but atleast at my shop thats a special-ed retailer they only specify drilling and welding. Do you have a bearing press for the pivots?

Sandblasted? On both my other frames o had powder coated, a Giant Glory, and an old school Oryx Dd 66 I had them chemically stripped. That was the advice of my Lbs. Something about the sand or whatever media they blast with can damage the frame. You may want to double check before it actually gets blasted.

robd420 is right, depending on the medium that they use it can start removing metal, where the aluminium is unaffected by the stripper. Ive been told that aircraft stripper works really well.
