Wrong. Surly's tensioner actually comes with a second spring for running it this way. Provides far better chain wrap on the rear cog and is up out of the way.

Depends on the make and brand, it's on right.
look how slack his chain isEek its got to be on the wrong way and chain tensioners are always on the inside of the chain

I have the same tensioner, its actually recommended in the manual to tension up like that, you get much better chain-cog contact.
