That answers the problem right there, you have so much air in it the rebound damper can't make up for it, take it down to 5 psi and work your way up from there in 5 psi steps, bet you wont get to 25 psi before you get what you want.

I am trying to talk him through it, I am a bike tech and see this all the time at the shop. you don't have your fork setup correctly. just set it up properly and it'll be fine. use 10 wt. oil and no air and maybe use less rebound. 4x is a quality fork
