To their credit, Wiggle quickly replied to my email and offered a refund on my order. The package was already at DHL and the fee was a reasonable $23 on a $160 order so it wasn't worth sending back. The parts were about $12 cheaper than anywhere else , so I'm OK with the extra cost. As a bonus the parts only took 3 days to arrive.
I also contacted CRC and they stated they use whichever shipper is more convenient regardless of the buyers preference. I made a small order anyways and it arrived 5 days later via regular postal, with no extra charges.
IMO, CRC is still the best option for Canada but there is the uncertainty of extra DHL fees .
The German websites have a few bargains, but overall are significantly more expensive. Factor in shipping costs and the exchange rate and its not worth it unless you're doing a big order,
FWIW, most bike parts are duty free in Canada with a few exceptions eg.full bikes, built wheels...

I am from EU so can't talk about shipping costs to outside countries, but the prices of 90% of the items themselves that I looked for were way cheaper on bike24, bike-discount or bike-components than on CRC.

Different factors for different countries. Its not apples to apples. Firstly there is the exchange rates to consider. Second thing for us Canadians to consider shipping costs provided to the supplier. CRC offers $10 shipping to Canada under $100 and free over $100. Last thing is that most if not all the private couriers used to deliver charge stupid high brokerage and other fees.

My 2 recent orders from CRC and Wiggle were about 30 - 40 CAD less than any of the German websites would have been. When our dollar was close to the USD it was worth ordering from the German websites but it isn't anymore.

Good point. I've been looking at some parts on Bike-discount where the prices seem really good in USD, but once I did the conversion, some are a lot higher than CRC in CAD. But then, an unexpected brokerage fee by the shipper could spoil everything...
