11T rear hub- what size chainwheel for my 26" Black Market MOB?

What size Chainwheel is recommended to use with an 11T hub? The bike will be ridden mostly on the street with occassional trips to the dirt mounds. I have heard anywhere between a 23T, up to a 28T. Let me know what you are running with an 11T and why.

23t would be the same speed as a 25/9t bmx gearing. I would choose 23t or 25t
