new bolts ( as everyone i can see is rusted.

i'm going to assume you didn't take good care of it, (as its rusting pretty bad) so new brakes.
Also can't see of fell for anyting bad bearings in the hub, BB, etc.

Its not worth sinking any money into it. You won't get it back. You may sink 200-300 + into it and still won't get close to 200 for it.
