Im thinking about the change some old rusty steel bolts in my demo 9 to new gold ti-bolts from www.ti-springs.com. Is this a good idea our not?

The biggest difference between ti and steel is weight savings. If you're a weight weenie, then go ahead, but I think it's a bit unnecessary for a DH bike.

I'd definitely take ti over aluminum simply for the strength factor (they don't break or strip nearly as easily).
