These questions are very hard to answer with out adding a little more info.. To start with whats your budget and are you thinking new or used.

I'd start in the buy and sell section and have a look whats out there in your budget, if you have questions about specs whats good or not ask away....

What's your previous experiences

I've been riding a bike since I could walk but only tried down hill a couple of times. I visited a bike park in France and rode with a couple of experienced riders that I managed to keep up with.

What was the last mountain bike you owned

I have never owned a down hill bike, but i have rode a Kona Park Operator. The last bike i had was a hardtail, a Norco Charger

Best thing is to look around the buy/sell section here IMO Salute

I would also say have a look in the buy sell. just type in your price range and look for good deals. If your looking low budget the Ironhorse Sunday would be good if you could find one.

Would the Scott voltage fr20 be a good bike to start out on?

According to this review, yes. Even better second hand as it's a few years old it would go cheaper. Be wary of crash damage but according to some reviews it seems to be bombproof.
