Need suggestions! manitou Circus lock-out not working

Hey guys!

My fork just arrived last night, bought from overseas. might have warranty but will take more to spend from shipping.
The issue lock-out doesn't work unlike my previous broken fork (same type) where I full twist ABS+ it feels rigid. With this new one, can't feel rigid at all. Any quick and easy way for this? I was thinking of oil maybe low or this is factory set.

Yeah start by checking the oil level, should be listed here https://www.manitoumtb.com/support/
