Lefty speed fox rlc

I have a lefty speed fox rlc. Can somebody tell me how the bottom opens up? There is some kind of steel pin between the cap and the body. Does that belong there of is it placed later afther a service of some sort to prevent someone to open it? Second question. The forks lockout does not work, what can be the problem?
